GalleryWatch collects four different types of Congressional legislation: simple resolutions (H.Res., S.Res.), concurrent resolutions (H.Con.Res., S.Con.Res.), joint resolutions (H.J.Res., S.J.Res.) and bills (H.R., S.). If bills and joint resolutions pass both chambers and receive presidential approval, they become law. Simple and concurrent resolutions are only binding on the chamber in which they passed. Markups are committee meetings held to review the text of a bill before reporting it out. Committee members offer and vote on proposed amendments to the bill's language. CongressNow provides GalleryWatch with in-depth reports of markups shortly after the completion of a hearing. These markup reports include descriptions of amendments, recorded votes, and discussion of the background and purpose of the bill.
Committee Reports are prepared House or Senate committees to explain the content of a bill being reported after the committee has completed its amending work on a bill. They contain views of committee members, a cost impact analysis, and comparisons of the bill to current law. GalleryWatch obtains its committee reports from the Government Printing Office.
Committee members offer and vote on proposed changes to the bill's language, known as amendments, during the committee markup hearings. GalleryWatch collects and posts the text of these amendments as soon as possible after a markup hearing concludes.
A floor amendment is a motion offered on the floor of the House or Senate to change the text of a bill or another amendment. GalleryWatch obtains its floor amendments from the House and Senate.
GalleryWatch maintains an extensive database of upcoming and past committee hearings, including the committee or subcommittee, agenda, witnesses, time, date, place and type of hearing. Included are all hearing types, such as markups, oversight, nominations, etc.
In most cases, committees require that witnesses who appear before them file a written statement of their proposed testimony in advance of their appearance. These submitted statements are also referred to as prepared testimony. GalleryWatch collects and posts prepared testimony as soon as it is available.
